This results in not revving as fast as it should and not of much power as it's capable. If you wanting to use the stock bottom end of the 400, then it wouldn't be good for racing/high horsepower but they have short connecting rods and deep skirt pistons which produce high angular velocity and friction. But you need to see the drawbacks for what you wanting to do/budget, and go from there if you don't know already. With the 400 having the larger bore, it pulls in more air for the same amount of stroke as a 383, hence more power with all other specs the same.
